Denatured ethanol contains additives to render it unfit for consumption, and exempt it from excise taxation. Per TTB requirements, completely denatured ethanol, or CDA, is so thoroughly denatured that re-naturing is essentially impossible. CDA does not require permits for use, since it is unlikely that the pure form ethanol can be recovered.
